1- Une nouvelle publication VIGIPIRATE
Le Secrétariat Général de la Défense et de la Sécurité Nationale (SGDSN) a publié au mois de décembre dernier un support de communication intitulé « VIGIPIRATE – Faire face ensemble ».
Vous trouverez sur ce lien la présentation synthétique qui en a été faite le 13 janvier dernier à l’occasion d’une réunion du service en charge de la continuité économique au ministère de l’Economie et des Finances.
2- De nouveaux pictogrammes

Des recommandations spécifiques ont été rédigées à l’attention des responsables de sites accueillant du public (voir pages 28 à page 33).
1.2.1- Préparer son organisation à un acte de malveillance ou de terrorisme ;

4- Un renforcement par les organisateurs de « grands événements » du dispositif d’accréditation
Le contrôle de l’accréditation des salariés intervenant sur le site avant et pendant le déroulement des « grands événements » va devenir obligatoire (textes d’application en cours de rédaction).
La loi°2016-731 du 3 juin 2016, dite loi URVOAS, renforçant la lutte contre le crime organisé, le terrorisme et leur financement, et améliorant l’efficacité et les garanties de la procédure pénale a inséré, dans le code de la Sûreté Intérieure, un nouvel art. L. 211-11-1. Ce texte prévoit que «l’accès de toute personne, à un autre titre que celui de spectateur ou de participant », aux sites et installations qui accueillent de «grands événements», «pendant la durée de cet événement et de sa préparation», fait l’objet d’une autorisation préalable délivrée par l’organisateur après recueil de l’avis de l’autorité administrative.
L’objet de cette mesure est de repérer d’éventuelles personnes fichées S.
Les organisateurs de ces grands événements vont donc devoir se mettre en capacité de communiquer, sur demande de l’autorité administrative, les données d’identité (nom, prénom, date de naissance) de leurs salariés ainsi que celles des salariés des entreprises prestataires appelés à intervenir sur le site. Et mettre en place, si ce n’est déjà fait, un contrôle systématique des accréditations.
Le décret d’application de ce texte, qui précisera la portée et les modalités de cette nouvelle obligation est actuellement en cours de rédaction. Nous vous informerons de sa publication.
